There always has been. You need to do a private show to use some of the credits you already have. They don't want people compiling a lot of credits during special promotions. The limit is quite high, so you must have had a lot of credits already. This topic has been discussed on here many times before.

I think the limit becomes higher as you spend more, i.e. for new members it might be relatively low but for big spenders like Phil it is higher
That's correct, new customers have lower stockpiling limits than customers who have been around for awhile. The limitation on stockpiling existed long before promotions and discounts; it has more to do with fraud prevention measures.
